President | Founding Member | Former VP Career and Professional Development

Laxmi Vallury is originally from Mumbai, India.  She first started working in Telecommunications to pay bills while she looked for a job at a University, but she fell in love with the industry and never looked back.  She has become a believer in the line from the movie "The Lunchbox": Sometimes the wrong train takes you to the right station.  She also has experience in the cable industry, working for Fortune  500 companies. Over the last year, she has supported a software company for application testing and release management.   Although she has worked in different roles over the years, her primary background is in Process, Project/Program, and Vendor Management.   She recently became a Professional Certified Coach and Certified Emotional Intelligence Coach through The Coaching Academy.  

 She served as the VP of Career and Professional Development at PMI Westchester.  She joined Toastmasters in 2020 to continue strengthening her public speaking skills.  She loves the supportive environment in which to develop leadership, speaking, and core skills and is excited to serve on the Board with a great team!   She currently lives in CT but will be making her new home with her husband Joe and two cats, Prudie (named after Prudie in the Poldark series) and Uma (Goddess of Night), in North Carolina.

Laxmi is looking forward to a great year for PMI Westchester Chapter Members.

Maria De Borba Silva is honored to lead the newly chartered PMI Westchester Toastmasters club this year. She became a fan of Toastmasters via the positive, uplifting meetings she experienced at her Mount Sinai corporate club. A career-long healthcare project manager but recent PMP (March ‘19), she learned that Toastmasters participation could count towards PMI PDUs. Because of the wonderful support of the PMI Westchester Board, fellow officers, and its charter members, PMIW Toastmasters has become a vibrant and welcoming club for anyone interested in becoming a better speaker and leader.

VP Membership | Founding Member | Former VP Education

Adam Cole is the Vice President Education of PMI Westchester Toastmasters Club. Adam is originally from Australia. He was born and raised in Wollongong, New South Wales - 60 miles south of Sydney. Adam first joined Toastmasters in 1993 and then again in 2006. During his previous tenure with Toastmasters, Adam achieved the Competent Toastmaster (CTM) certification, he was the President of Collieries Toastmasters and he was a contestant in the Humorous Speech Competition at Club, Area and Division level. Prior to relocating to New York, Adam served as an officer in the Royal Australian Air Force for 22 years. Adam is currently a member of three Toastmasters clubs and he has served as an Area Director. Outside of Toastmasters, Adam works as a project manager, he is a certified PMP, PMI-ACP and CSM. In his spare time, Adam is an active volunteer with the Intrepid Sea, Air and Space Museum.

Martine Dardignac is a huge fan of public speaking and while she has only been a Toastmaster for 4 years, she has had years of practice speaking in front of a variety of crowds in multiple languages. She is a certified PMP, a member of PMI Westchester, as well as a certified wedding planner. Martine loves to volunteer her skills to help build more confident, media-savvy professionals as well as expand her network.

Dr. Linda P. Dowdell earned her Doctorate in Business Administration (DBA) and Master in Business Administration (MBA) degrees from the University of Phoenix. Dr. Dowdell also earned an Executive Master’s degree in Telecommunications and Computing Management from NYU Polytechnic School of Engineering, NY. She holds Project Management Professional (PMP) and PMI Agile Certified Professional (PMI-ACP) credentials. She has more than 15 years of experience in the private sector in various roles. She has over 10 years of experience in teaching college-level courses at Fordham University. She is also a former member of the Board of Directors for the Westchester Chapter of PMI®


Treasurer | Founding Member

My passion is to see the U.S. health care system improve its health equity with more value-based care and access to behavioral health services.  Having worked 30+ years in diverse healthcare settings as well as being an adjunct teaching Healthcare Management courses, I have had the opportunity to engage with colleagues, students, and clients across the spectrum of backgrounds and titles; always "customer-centric" in the roles I have held and my approach to engagement. 

​My key areas of expertise include Strategic Account Management, Business Development, and Customer Success.  I received my B.A. in Psychology from Stony Brook University, my M.S. in Management from University of Maryland University College and have been a certified Project Management Professional (PMP) for over 20 years.  I currently serve on several non-profit boards.

As a proud member and Sergeant at Arms with PMI Westchester Toastmasters, Carl E. Reid is Chief Savvy Intrapreneur at the intersections of Technology, Leadership and Business Mentoring. Carl is the author of a 3rd published book 10 Powerful Networking Tips Using Social Media. With 50+ years of business travels from the mailroom to the board room, Carl E. Reid knows what it takes to be successful. In addition to being CEO and founder of, Carl is a social media influencer and successful entrepreneur mentoring other people to develop business startups. As a community service over the last 25 years, Mr. Reid provides free career coaching by Empowering Ordinary People to Achieve EXTRAordinary Success.

Andrew Gilbert is a long time member of PMI Westchester and a charter member of PMI Westchester Toastmasters and is serving as the VP of Membership for this club.
This is his first year in Toastmasters. Andrew is a certified PMP and loves serving in his volunteer role and is excited about the new skills he is acquiring to become a better public speaker.
One of his goals as a club officer is to ensure the fun and supportive environment for all is always maintained.
